Randy Burke is the founder and Senior Consultant for DCS Global Enterprise. Randy’s solid experience and reputation in the cleaning service industry specific to day cleaning is second to none in the North American marketplace. For over 25 years, Randy has devoted his career to developing and improving the contract cleaning industry.
During the span of Randy’s career, he has owned and operated his own janitorial contracting businesses. Prior to this, he held senior executive positions with top Canadian and International janitorial contracting companies.
Randy was also instrumental in creating three separate contract cleaning associations with a mission to professionalize and innovate the cleaning industry. Randy’s abilities to create and innovate traditional janitorial consulting have kept him in the forefront of this essential industry. He is a sought-out, popular keynote speaker and presenter at industry related conferences and panels across North America. Bill has served the facility management industry for 27 years, specifically in managing janitorial service. Over half of those years, he contracted, managed, and coached independent janitorial companies. This enabled the janitorial companies to compete and succeed in vertical markets that would normally have been unavailable to them.
Starting in St. Louis as a building supervisor for a family owned janitorial company, he was promoted, relocated. Bill grew their branch in Indianapolis, opened new branches in Louisville and Columbus, Ohio, and became partner. Over the next 20 years and three company acquisitions later, he built his regional client portfolio to a national footprint, managing janitorial service delivery in over 3,500 facilities, through more than 300 contractors, within 46 states as Vice President and Director of his division for ABM Industries, Inc.
Outside his business relationships, Bill holds a position on the Board of Directors of the Mohave Sportsman Club, serves as Senior VP of the local VFW and, along with his wife, thoroughly enjoys living near his children and their families in northwest Arizona.
Shawn joins DCS Global from the service and supply sector. With over 30 years’ involvement in commercial and industrial products, Shawn has extensive experience in commercial cleaning quality control, working with a variety of property management companies.”

Gina Lee Consultant, British Columbia
Gina Lee is a seasoned Customer Relations and Environmental Services veteran. She specializes in Service Excellency, marketing, business strategies, and implementation. Gina has considerable operations experience in the areas of professional cleaning, property management, land & property development, exquisite and decorative furniture, hotel management consultant, architectural, advertising, merchandising, interior design, insurance and banking industries throughout the world, including North America, Europe and Asia. Gina is a Psychology major from the University of British Columbia. Combined with her 30 years of business acumen globally, she has a profound understanding of the specific needs of her many clients. In addition, Gina is a licensed Real Estate Broker in the state of Washington. Gina was the Manager of Customer Relations for Spectrum Management with a portfolio of 35 sites, and Manager of Environmental Services with Aramark US Healthcare where she oversaw two of PeaceHealth’s hospitals and a variety of medical buildings in Whatcom and San Juan County, WA. Before joining DCS Global, Gina was also a consultant to an array of businesses in China and Supreme Facility Services.
David Smyth – Consultant
David has been involved in the cleaning and building maintenance industry since 1984. Employed initially as a manager, followed by the department head for a large property management company based in the UK, David eventually turned his attention to the issue of training and program development. Recognized by many as a leader in the field of training and program development, David was recruited by a large international trade organization and in 1998 moved with his family to the United States. As the Manager of Field Operations, David had the opportunity to work with various world class organizations. Deeply committed to the issue of training and professional development, David returned to Canada and is presently a faculty member with DCS Global Enterprise.
Raelene worked for STARS Air Ambulance for 8 yrs in which she was Volunteer Coordinator for 4 of those years, Store merchandise manager for 1 year and Donations processing and administration before that. Previous to working for STARS, Raelene worked for Providence Management in administration and accounting.
Raelene has extensive customer service, administration and bookkeeping experience. She is a wizard with layout and design, and very capable with QuickBooks, Simply Accounting, Excel, Word, Publisher, PowerPoint and more.
She has worked in a number of small offices and knows how to manage the day to day operations and is able to multi task and fill in where ever needed.
